Supported Housing Program

BAYC provides supported apartment living for former foster youth ages 18-24 who are either homeless or at-risk of becoming homeless. A 100% rental subsidy is provided initially, and then gradually deceased over a period of two years until youth are able to pay 100% of the rent. BAYC also provides food vouchers and emergency financial assistance to provide for the youths’ basic needs until they are able to achieve self sufficiency. Social workers assist youth to develop short- and long-term goals, and facilitate the achievement of these goals by helping them to access information and services in the community. Educational counseling and tutoring are provided to all residents, in addition to life skills training to teach youth how to make informed decisions with regard to housing, money management, education, and employment.

Program Director
Rebecca Hathorn, ASW

Rebecca has been with BAYC since August 2005. She had served as a social worker at BAYC prior to accepting her current position as Director of Transitional Housing Services in May 2008. Prior to joining BAYC, she worked for three years in the foster care unit for the Department of Social Services in Cecil County, MD and has provided outpatient mental health services for children, adolescents and their families, as well as inpatient mental health services for adolescents in a locked psychiatric facility. Rebecca holds a master’s degree in social work from the University of Maryland and is a registered ASW currently preparing for her licensure exams in clinical social work.
